# RoHS Certification

RoHS compliance shows that electrical and electronic products keep restricted substances, such as lead, mercury and cadmium, below set limits. The EU Directive restricts ten substances, and India's E-Waste Rules set limits for six. Compliance rests on supplier declarations, test evidence and a declaration. Sanmayu coordinates the testing and prepares the file.

## Who needs RoHS compliance?

If your product is electrical or electronic and sold where substance limits apply, your buyer will ask for evidence of RoHS compliance.

- **Electronics manufacturers**Whose products and components fall under the substance limits.
- **Exporters to the EU**Asked for a declaration or test evidence by buyers or customs.
- **Producers and importers in India**Who give a RoHS self-declaration when they register for e-waste EPR.

## RoHS in the EU or RoHS in India: which applies?

Both exist and they are separate. The EU Directive 2011/65/EU applies to equipment placed on the EU market. India's limits sit in Rule 16 of the E-Waste (Management) Rules, 2022, and apply to the equipment listed in Schedule I. An exporter to the EU follows the Directive; a product sold in India follows the Rules.

**EU Directive**Restricts ten substances: lead, cadmium, mercury, hexavalent chromium, PBB, PBDE and four phthalates (DEHP, BBP, DBP, DIBP).

**India, E-Waste Rules 2022**Restricts lead, mercury, cadmium, hexavalent chromium, PBB and PBDE: 0.1 per cent by weight in homogeneous materials, and 0.01 per cent for cadmium.

## Which products or businesses does this apply to?

Electrical and electronic equipment and their parts. The EU scope covers all products with an electrical or electronic component unless excluded; India's covers the equipment in Schedule I of the E-Waste Rules. The exact scope for your product is for an expert to confirm.

## How does RoHS compliance work?

Eight stages, from scope to a declaration you can show a buyer or an authority. The right-hand column is what most often slows each stage.

**How does RoHS compliance work?**

| Stage | Who acts | What happens | What can hold it up |
| --- | --- | --- | --- |
| 1 · Scope and market | Sanmayu with you | Whether the product and each part fall inside the EU rules, India's rules or both | Parts or accessories left out of the review |
| 2 · Substances and limits | Sanmayu | The restricted substances and maximum concentrations for each market listed | Using one market's list for the other |
| 3 · Bill of materials | You | Every part, material and supplier listed down to component level | Incomplete or outdated list |
| 4 · Supplier declarations | You and your suppliers | Material declarations collected for components and materials | Suppliers that cannot document their materials |
| 5 · Screening and testing | Accredited laboratory | Samples screened and, where needed, analysed for the restricted substances | A result above a limit |
| 6 · Exemptions | Sanmayu | Any exemption relied on checked against the current list and its expiry | An exemption that has lapsed or does not fit the use |
| 7 · Technical documentation | Sanmayu with you | Declarations, reports and product details compiled to a recognised standard | Reports that do not cover every variant |
| 8 · Declaration and upkeep | You | Declaration signed and kept ready for buyers and authorities; updated when a part or supplier changes | Records not updated when a supplier changes |

## Which documents are needed for RoHS compliance?

**Documents and why they are asked for**

| Document | Why it is needed | Common problem |
| --- | --- | --- |
| Bill of materials | Lists every part and material to be reviewed | Incomplete or outdated list |
| Supplier declarations | Back the material claims for each part | Declarations older than the part |
| Laboratory test reports | Evidence of the substance levels in homogeneous materials | Samples not representative |
| Technical documentation | Shows the product was assessed, for example to EN IEC 63000 | Not available when an authority asks |
| Exemption justification | Explains any use that relies on an exemption | Exemption expired or misread |
| Product description | Defines the scope of the declaration | Variants not covered |
| Declaration of conformity | The maker's signed statement; in India a self-declaration given at EPR registration | Wrong references or missing signatory |

## Is there a RoHS certificate?

Mostly no. Compliance is shown by technical documentation and a declaration by the producer. In India, a producer registering for EPR gives a RoHS self-declaration, now generated on the portal, and a declaration that technical documents (to EN 50581 or EN IEC 63000:2018) are held for verification by CPCB or the State Boards. Some buyers also ask for a laboratory report.

## What does RoHS compliance cost?

Three parts, quoted for your product after a short review. Your first consultation is free.

- **Government fee**None for a self-declaration; any scheme fee is paid to the body that charges it.
- **Testing**Laboratory screening and analysis, paid to the laboratory.
- **Our service**Scoping, supplier follow-up, file preparation. A named contact quotes after review.

### Get a quote for your case

A named contact reads your details and replies with a quote that lists each part above.

- What you make, move or run, in a line or two
- Where it is made and where it will be sold
- Any certificate or registration you already hold

Free first consultation covers

- Whether your product or activity falls under this service, and what its scope is.
- Which approvals, schemes or registrations apply to your case.
- The list of documents you will need to gather.
- What a named contact needs from you to prepare a quote.

The first consultation is free. Any work after it is quoted separately, and you decide whether to go ahead.

## What holds RoHS compliance up?

- **Supplier gaps**A part with no material declaration holds up the whole file.
- **Design changes**A new component or supplier can change the result and the declaration.
- **Exemptions**Some uses are exempt for a period; relying on one needs careful reading, and renewals can change it.
- **Two lists, one product**The EU and India restrict different numbers of substances, so a report written for one market may not cover the other.

## Do exemptions apply to my product?

Possibly. The EU Directive lists exemptions in its Annexes III and IV, which the Commission renews or withdraws over time. India's amended Rules exempt certain equipment placed on the market before set dates, and certain spare parts where compliant parts are not available. An exemption must fit the exact use, so each one relied on needs a written check.

## RoHS: common questions

**Q: What is RoHS certification?**

A: RoHS is a set of limits on hazardous substances in electrical and electronic products. Compliance is shown by test evidence, technical documentation and a declaration.

**Q: Which substances are restricted?**

A: The EU restricts ten: lead, cadmium, mercury, hexavalent chromium, PBB, PBDE, DEHP, BBP, DBP and DIBP. India's rules name the first six.

**Q: What are the limits in India?**

A: 0.1 per cent by weight in homogeneous materials for lead, mercury, hexavalent chromium, PBB and PBDE, and 0.01 per cent for cadmium.

**Q: Is a certificate issued?**

A: A manufacturer's declaration backed by reports; some buyers also ask for a third-party report.

**Q: Which documents are needed?**

A: Bill of materials, supplier declarations, test reports, technical documentation and the declaration. See the table above.

**Q: Is RoHS part of EPR registration in India?**

A: Yes. A producer registering for e-waste EPR gives a RoHS self-declaration and confirms the technical documents are held.

**Q: How much does it cost?**

A: Laboratory work and our service. A named contact quotes after review. Your first consultation is free.

**Q: Is it the same as CE?**

A: No. CE covers the broader product rules; RoHS covers substances. Electronics for the EU need both.
