FCC Certification

FCC authorization is the United States approval for electronic products that can emit radio-frequency energy. Unless a rule says otherwise, radio transmitters are certified: testing at an accredited laboratory and a grant from a telecommunication certification body. Many digital-only devices use a supplier's declaration. Sanmayu identifies the route, coordinates the tests and prepares the filing.

Who needs FCC authorization?

Makers of electronics that transmit, or that can cause interference, need FCC authorization before the device is marketed in the United States.

  • Wireless device makersProducts with Wi-Fi, Bluetooth, cellular or other radios.
  • Electronics exportersSelling powered devices that must meet the emission limits.
  • Brands and importersResponsible for what is sold under their name.

Certification or supplier's declaration: which does my product need?

The FCC has two procedures, and the rule parts that apply to the device's radio-frequency functions decide which. Unless a rule says otherwise, a transmitter is certified. Digital circuitry alone is generally covered by a supplier's declaration, which can optionally be replaced by certification, and some devices are exempt. A phone or laptop with a radio needs both.

CertificationFor intentional radiators. An FCC-recognised accredited lab tests, a certification body issues the grant, and the device is listed in the FCC database with an FCC ID.
Supplier's declarationFor unintentional radiators. The responsible party, who must be in the United States, ensures compliance and files nothing, but must produce a test report if asked.

Which products or businesses does this apply to?

Electronic and electrical devices that can emit radio-frequency energy. Which authorization route your product needs depends on the FCC rule parts that apply, and is for an expert to confirm.

How does FCC authorization work?

Eight stages, from classifying the device to a label on the box. The right-hand column is what most often slows each stage.

Can the product ship to the US before the grant?

In limited cases. Imports for pre-sale activity are allowed in quantities of 12,000 units or fewer per FCC ID, but only after compliance testing is complete and the certification application is filed. Each unit or package must carry a temporary label, and nothing may reach end users, be displayed or be operated until the grant. Separate allowances exist for testing and trade-show samples.

What holds FCC authorization up?

  • Failed emissions testA redesign or shielding change can restart testing.
  • Modular approvalsUsing a pre-approved radio module has conditions that must be met exactly.
  • Label placementThe ID and statements must appear where the rules require.
  • Shipping earlyRadio devices without an authorization cannot be imported unless an import condition applies, and goods already at the port may have to be returned.

What is an FCC ID, and why does my product have none?

An FCC ID is assigned to devices that receive a grant of certification. It joins a grantee code, assigned permanently to the company, with a product code the grantee chooses. A product approved by supplier's declaration has no FCC ID and does not appear in the FCC database, which is normal for devices that use the declaration route.

FCC authorization: common questions

What is FCC certification?#q-what

It is the United States authorization for radio-frequency devices. Transmitters are certified through a certification body after laboratory testing; many digital-only devices use a supplier's declaration.

Does every electronic product need it?#q-every

Many electronic devices are covered, though some digital-only devices are exempt. Whether yours is, and which route applies, is for an expert to confirm.

What is an FCC ID?#q-id

A code assigned to a device with a certification grant, shown on the product or its electronic label.

Which documents are needed?#q-docs

Product description, test reports, photographs, manual, label artwork and a United States agent for service. See the table above.

Do I need a US agent?#q-agent

The certification rules ask the applicant to designate an agent in the United States for service of process. For a supplier's declaration the responsible party must itself be in the United States.

Can I use an already approved module?#q-module

Sometimes. Conditions apply, and we check whether they are met for your design.

How much does it cost?#q-cost

Laboratory testing, any certification fee and our service. A named contact quotes after review. Your first consultation is free.

Is it the same as WPC in India?#q-wpc

No. WPC covers wireless devices in India; FCC covers the United States. Many exporters need both.
