LMPC Certificate (Legal Metrology)
LMPC is the common name for the Legal Metrology registration of importers and packers of pre-packed goods, together with the label declarations the Packaged Commodities Rules require: importer name and address, country of origin, net quantity, month and year of manufacture, maximum retail price and consumer care details. Sanmayu prepares the registration and checks your label before you print.

Who needs LMPC registration?
Anyone who packs or imports goods for sale in pre-packed form in India registers with Legal Metrology, and every retail pack carries the declarations the rules list.
- Importers of packaged goodsBringing consumer products in, where the Indian importer is named on the pack.
- PackersBusinesses that pre-pack goods for sale. A brand named on the pack as marketer can still be held responsible for a wrong declaration.
- Online sellersListing packaged goods whose label declarations must also appear on the product page.
Is LMPC a certificate, or registration plus label rules?
Both. "LMPC" is the trade shorthand for two things in the Legal Metrology (Packaged Commodities) Rules, 2011: the registration of importers and packers under Rule 27, which ends in a registration certificate, and the declarations every package must carry under Rule 6. The Rules themselves do not use the letters LMPC.
Which products or businesses does this apply to?
Pre-packed commodities meant for retail sale, and the importers and packers who place them on the market. The retail chapter has exclusions, such as very large packs and packs bought directly for industrial or institutional use, and food and cosmetic packs follow their own laws for some declarations, so whether your product and pack size are covered is for an expert to confirm.
How does LMPC registration work?
Eight stages, from checking your pack to a label you can print. The right-hand column is what most often slows each stage.
| Stage | Who acts | What happens | What can hold it up |
|---|---|---|---|
| 1 · Pack review | Sanmayu with you | Each product and pack size checked for whether the Packaged Commodities Rules apply to it | A pack treated as exempt without checking |
| 2 · Other laws | Sanmayu | Food and cosmetic packs checked for the declarations that follow their own labelling law | Food or cosmetics labelled to the wrong rulebook Food packs also need an FSSAI licence |
| 3 · Label check | Sanmayu | Draft label read against the mandatory declarations, language and legibility rules | Missing or misplaced declarations on the artwork |
| 4 · Registration details | Sanmayu with you | Name, complete address of the premises and list of commodities prepared for the application | Name or address that differs between documents |
| 5 · Application | Sanmayu | Application and fee filed with the Director or Controller of Legal Metrology | An incomplete application is returned |
| 6 · Registration certificate | Legal Metrology authority | Applicant registered and a registration certificate granted | Queries from the department on the application |
| 7 · Label sign-off and customs | You with Sanmayu | Final artwork approved before printing; any customs declaration of quantity checked against the current customs instruction | Printing before the check is complete |
| 8 · Keeping it current | You with Sanmayu | Registration altered when the name, address or commodities change | A new address or importer name on the pack but not on the registration |
Which documents are needed for LMPC registration?
| Document | Why it is needed | Common problem |
|---|---|---|
| Name and constitution of the importer or packer | Rule 27 asks for the name of the applicant | Name that differs from the label or other records |
| Complete address of the premises | The registration records the address where packing or import is done | Premises not in the applicant's own name |
| List of commodities | The application names the commodities packed or imported | A product added later but not on the registration |
| IEC (for importers) | Links the registration to the import | Not yet issued. Get your IEC |
| Label or pack artwork | Shows each declaration as a buyer will see it | Declarations too small, hidden or missing |
| Product and pack details | Net quantity, units and pack sizes to be declared | Units written inconsistently |
| Consumer care details | Name, address and contact for consumer complaints appear on the pack | A contact that is not reachable |
| Registration certificate | Kept for the authority and for any alteration later | Not updated after a change of details |
Can the declarations be added on a sticker after import?
Yes. The Rules say it is permissible to affix a label on imported packages to make the declarations. The declarations must be in Hindi in Devnagari script or in English, and any other language may be added alongside. Settle the label text before the cargo ships so the sticker does not delay release.

What holds LMPC registration up?
- Declarations missing at the portImported packs must carry the importer's name and address and the country of origin. Settle the label before the cargo ships.
- Maximum retail price formThe price must be shown as the maximum retail price inclusive of all taxes, in Indian currency.
- Calling a pack industrialTo stay outside the retail rules, the pack must say "not for retail sale" and be bought directly from the manufacturer, importer or wholesale dealer for the buyer's own use.
- Details that changeA new importer name, address or commodity means the registration needs altering and the label updating.
Do online listings need the same declarations?
Largely, yes. An e-commerce entity must display the mandatory declarations on its platform, except the month and year of manufacture or packing. On a marketplace, responsibility for their correctness lies with the manufacturer, seller, dealer or importer when the platform only hosts the information. For imported goods, country of origin is one of the declarations the listing must show; the month and year of manufacture or packing is the exclusion the rule states.
LMPC registration: common questions

It is the registration certificate Legal Metrology grants to an importer or packer of pre-packed goods under Rule 27. The Rules also require label declarations on every retail pack.
